Sure this is all presupposing that the two are not mutally inclusive. You can have one, the other or both. If past experiences has taught you that you cant then I suggest you look up Falsification on Google. The idea is simple, no matter how many white swans you count this does not prove the that there are no black swans.
Just because it has happened in the past does not mean it cannot happen.

I think it's either a premium rate UK landline number (one of those Non-Geographical Telephone Numbers) or a mobile phone on a Nigerian phone network.
