Before you start insulating a house like that:
and replace the roof and windows....I think it is quicker and cheaper to just knock it down.
In general the website sounds like they don't even have an idea yet how to solve the problem without replacing all houses....I also dont think it would take 1000 years - only with the current bureaucracy and planning restrictions.....
