If your talking saddest love song then lyrics wise I would say
Dusty Springfields - You dont have to say you love me.

http://www.lyricsfreak.com/d/dusty+springfield/you+dont+have+to+say+you+love+me_20044060.html

James Blunt songs don’t make any sense lyric wise and are mostly crap. Example the whining Your Beautiful song he claims in one verse one that " But I won't lose no sleep on that, 'Cause I've got a plan" however by the time he has reached the chourus"And I don't know what to do,
'Cause I'll never be with you. Well make your mind up Mr Blunt either you have a plan or you don’t know what to do, which is it?

Seen some good ones around here...
I'd say:
Rosana - Y por mas (a lovely spanish song)
Damien Rice - Blower's Daughter
Toni Braxton - How could an angel break my heart
Richard Marx - One more time

Another one would be Uncle Sam & Boyz II Men - I don't ever want to see you again

Ohh i love toni braxton bliss that song is so sad. For me there's too many to mention.
Ive been loving you too long to stop now - Otis Reading.
How do you mend a broken heart Al green
No Names-Kate rusby

Girlfriend in a Coma - The Smith, No hang on thats quite funny.

How about this one

Blasphemous rumours- Depeche Mode

Girl of sixteen, whole life ahead of her
Slashed her wrists, bored with life
Didnt succeed, thank the lord
For small mercies

Fighting back the tears, mother reads the note again
Sixteen candles burn in her mind
She takes the blame, its always the same
She goes down on her knees and prays

I dont want to start any blasphemous rumours
But I think that gods got a sick sense of humor
And when I die I expect to find him laughing

Girl of eighteen, fell in love with everything
Found new life in jesus christ
Hit by a car, ended up
On a life support machine

Summers day, as she passed away
Birds were singing in the summer sky
Then came the rain, and once again
A tear fell from her mothers eye

I dont want to start any blasphemous rumours
But I think that gods got a sick sense of humor
And when I die I expect to find him laughing

This is a newish and very tragic song along with an equally tragic video that struck a real cord with me. Its by the Legendary Massive Attack one of my all time faves. The lyrics are also worth a look
