The exact same post, as the one above, appears on www.hmfckickback.co.uk but that one includes a link, which was originally to someone having a rant on a Sun newspaper discussion forum.
The person having the rant has a fictional name, fails to identify the local council that he claims undertook this study. All we have is his claim that he lives in Surrey in his profile.
Surrey County Council is dominated by the Conservatives, who held 58 of the 80 seats in 2005. My source was the Surry CC's own web site.
So it looks pretty groundless, unless someone can track down some kind of reliable source.

Christmas time is when domestic violence gets worse.
Its an issue which I've spent many years helping to highlight, and supporting the victims.
I do however find it disheartening that someone should call it "a mans problem" because 97% of all domestic violence perpertrators are men.
The other 3% of victims are men and they should be given the same value.
Just one victim is one too many, and each one should matter.
And now that same-sex relationships are becoming ever more popular and acceptable, they need to raise awareness that some victim/perpertrator roles are going to be male on male and female on female.
Abuse of the elderly is also very high, but sadly forgotten too.
And the children stuck in the middle or even on the receiving end too.
Its all very tragic really.
The opening 'info' sounds like yet more twaddle from the Sun.

Well the "Baa Baa White Sheep" story is generally thought to have been made up by the Sun in the 80s, with the modified song subsequently adopted by sightly muddle-headed people.
The term "Loony Left" is also an 80's Sun brand, the same way that the Sun listed the by-line "Broken Britain" as one of the things it listed, alongside it other themes and columns, as being sold for 20p as part of the Sun in a recent advert.
Even Boris Johnson saw through "Broken Britain"!
These days anyone, who can use Google competently to research a story, can reach higher journalist standards than the Sun.
