Think he means that u can not choose who u marry and u cant have love outside of marriage. most muslim countries have that law. Even the catholic law says its forbidden to have love outside marriage. But most dont obey it anymore. Most ppl get love and lust mixed up. Guys will say they love a girl just to get them in bed. nieve girls will believe them and have love with them only to be dumped after. a girl i knew a few years ago would come home from collage and say she had love with a guy 15 mins after meeting him cause he said he loved her and wanted to marry her. She never saw him again. The same thing happened 2 or 3 times a week. she was so nieve she just couldnt understand why. She was 16 but had the mind of a 9 yr old. Love is a very dangerous word. Dont say u love someone unless u mean it. Saying it just get laid is the same as abusing someone and almost rape.
