Simply make a channel, link it to the java applet for the sitre and bobs your uncle. Password it add a network bot to op and protect the channel and ur good.
Just pick a decent network like afterall, and miss out efnet and the likes.
oh and get a few mods

That thought had crossed my mind. It's opening hours could be limited, like the current "chat" system is, so that only a minimal number of mods are needed to maintain order. Hell, it could even only be open fri-sun or something to further reduce the effort needed, and then expanded or scrapped from there depending on how popular it was.
