the site webmasters ever start thinking about starting a IRC network for users to have realtime chat?

maybe if it was only run at certain times. like 7-9 or 9-12..... that's when most of us are on. and i'm sure there'd be no problem finding a mod for it.

Yes mod bots are very good, you can also run scripts that limit access, have pass worded channels and run a java client from the site to only allow members to use.

some questions though:

1. how can I authenticate a user against a database (or against a script) ?
2. how can i pre-define channels and maybe password protect channels with dynamic passwords from a database?
3. how can i read the info about who is a moderator and stuff from a database?

If I introduce an irc server it has to be dynamic so it can be controlled from a web interface.....

Most of this will depend on the ircd you are running and the database etc, if you want some of these things the ircd might have to be customised to suit your needs, most of it should be fairly trivial but it's probably the best way to get it to do exactly what you want, what ircd did you install and what type of database is it ?
