I feel there might be a problem with blocking particular countries, for instance when you check the IP for a computer at my local library, it will tell you it is in Portugal......and ALL AOL IPs are recorded as being in the USA....in fact, AOL users/people in america share dynamic IPs with AOL users here in the uk.
Maybe something "God" might like to check?

yeah but i've sussed the ip for the actual computer being typed on (often labelled, like "DownstairsPC" or "Fred'sPC").
I was confused though that some were supposedly in america, and also found the dynamic ones pick up from all over the country too, but the link god has given me has enlightened me somewhat cuz the website i was using was a bit vague.
