Again, my all time best is Police Squad.
Mind you, does the popularity of a show not depend on it's characters? Take N.C.I.S, they make me laugh,they are entertaining but the story lines could be attributted to any cop show.
Another show I like, and not because of the storylines, is because of the main character.

Yeah, I'm going through the wire atm. Amazing piece of TV.
But Columbo comes a close second for me. Ok, I know its a bit dated, but Peter Falk is such a great actor and the show was quite ahead of it time.
