As I have said on these boards before I have often approach women strangers and chatted to them. The street is probably not a good place to do it unless you are both waiting at a bus stop. An old mate of my met his girlfriend at a bus stop so it can be done. I find places like libraries, parks or places with seating like the South Bank in London good places to start a conversation with a woman stranger.

There was a TV documentary on this very topic a few months back in it two Ameircan pick up experts taught three shy men how to approach women. Here it is on youtube for you to watch:
Seduction School
I personally do not agree with their blatantly direct approach as it is nerve wracking as hell for anyone other than the most confident guy. I find the indirect approach works best, ie making a casual comment about something to get a conversation started and then trying to get more friendly with the women. For example in the first part of that programme the three men are told to approach women sitting at a table outside a cafe on the south bank. A much better method would be for them to first sit at an adjacent table and then turn to the women and make a comment about the current situation like the nice view or how good or bad the weather was that day or how expensive the coffee was that place. Just to kick start a conversation.

It really depends, I don't mind random people talking to me. And would be extremely flattered if it was a cute guy.

But it's when it's weirdos who don't get the blatant "I don't want to talk to you, go away" thing. One guy wouldn't leave me alone till I gave him my phone number, he even commented on the fact that I didn't really want to talk to him! But oh dear...I think I told him my phone number wrong!
