What can I do to make my computer go to a current web page instead of something that I think it has stored. If I go to "Weather net.ca" I get the page for Nov. 22, 2008 instead of the currten page and it is a similar problem at other sites.

You need to clear your internet browser's cache of pages that it's stored for you to read off-line.
On a Windows PC there are two main ways to do this:
1. Find the place where you define your Options in your browser and find the "clean out", "clear your cache" or equivalent button.
2. Run Disk Cleanup from the Accessories / System Tools part of the Start menu.
Another way to see a web's site's latest page is to refresh it by hitting the F5 key, which generally run along the top of your keyboard.
I hope this helps.

Just delete your cookies and cache...
If your using firefox.
Just above your address line, Click "tools"
Tools - Clear Private data - Tick "cookies" & "cache".
Done
Dont use IE, but you can do via Control panel on the start menu.
Control Panel - Internet Proprieties - General(bar along top) - Delete.
Hope that helped?

Clearing cache and temp files will not do a thing other than clear cache and temp files. What you need to do is to point IE, and i expect you are using IE, to check for new pages each time. The reason you are not cause you have it set to go to the cache instead of checkign for new pages at each visit.
