Now, I am only guessing here, you understand, but I suspect she might either be Supergirl or that she had to use a footpump on her car tyre this morning and her leggings kept falling down, and since she didn’t have time to take her boots off to change her leggings, she put her pants on over the leggings to keep them up whilst she went out shopping.

If the pants were red, it was a combination of both of the above.
