I know I shouldn't laugh but I find this funny. It must be deliberate. If she is struggling a lot with the filing it is definitely on purpose... unless you're actually standing way too close to her. I can't relate to this, my boobs are kept secure and are well behaved at work but I always accidently attack with my elbows and they are lethal.

It's only harassment if one or other person finds they can't speak during the act...

If I were in your shoes, my only complaint would be when the filing was in order.

I think it's a boob power trip!
She's just enjoying being able to make a man weak at the knees and tremble, just by brushing her nipple against him!
Probably doing some research on the optimum pounds per square inch pressure!
And it's safe... And she gets the filing done!

On a similar note - I go to a unisex hairdressers, where the staff are all young women. There's a number of reasons. the main one being that they never want to talk about football!
But if I leave my elbows outside the chair, they invariable rub their crotch against them.
Now I have very sensitive elbows...
