That's not exactly what I would call cooked though!
Sounds like you want it as raw as you can get! Maybe still 'mooing' while you stick a fork in it!
You might as well just wave a picture of an oven at it.
I braised some steak yesterday....it was lovely....just fell apart...mmmm

So rare a good vet could get it back on it's feet - but it has to be really good steak to eat it that way!

My french girlfreind's family did stake tartar once while I was over there - they didn't even ask me - they had some ham for the Brit. It is cooked apparently - by the marinade! And to top off the RAW minced steak - a raw egg. Nice!
I've given up on steak as find quality really crap but love it, really should trawl local butchers for one that has good quality fillet. Bash a good thick fillet a little, press chopped garlic into it, 30 seconds each side under a hot grill then a couple minutes each side under medium heat.
Or go to Belgo's, spend 15 squid on a 1 and a half inch superb fillet!
<drools!>

Season a heavy frying pan, heat til just smokey then chuck in your steak. 2 minutes on each side, max. A perfect rare steak
