That "always looking" thing, I think I know why because I do it sometimes too, to people I really admire or fancy, and gazing into their eyes (the windows to the soul, so it goes). He's probably trying to make sure he can picture your face when you're not around and noticing the details of what makes you beautiful to him, or watching for your next expression. I can understand it can be a bit unnerving, I've managed to offend someone I hadn't met before because I kept looking at them they were so gorgeous and probably had an odd expression on my face that was a mix of a smile and like I was examining them. You could ask him not to do it so much if it really bothers you.

If he is meant for you, you will end up together. You are too young to be stuck on one guy. Just chill out and enjoy what life can offer.
